How to ship hardware directly to the requester in a different location instead of Stockroom?

How to enable an SC Task or Transfer Order that allows shipping hardware directly to the requester in a different location, instead of the Stockroom destination? 

I am using a core asset management, not the upgraded HAM package. I have an internal stakeholder who does not want to use the OOTB transfer order that only allows ships from Stockroom A to Stockroom B, and then ships to the requester using the SC Task that is automatically generated after TOTasks are completed. I do see that if the local requester is in the same location as Stockroom A, it will consume it and create an SC Task to deliver to the requester directly instead of creating a Transfer Order. The internal stakeholders want that method to apply when the requester is in a different location to ship them directly instead of the stockroom destination. Is there an OOTB or a simple way to change that? If not, then what is the custom solution? The goal of the stakeholder is a quick process and a reduced footprint. The alternative I can think of is instead of publishing the hardware model as a catalog item, I can create a catalog item and then add a custom flow to generate an RITM and SC Task instead of using OOTB, but I want to see if there is another OOTB approach I can use to avoid building customization.

In Core Asset Management, the OOTB fulfillment process is designed around stockroom-to-stockroom transfers when the requester is in a different location. Direct shipment from Stockroom A to the requester across locations is not available OOTB.

If the requester is in the same location as the source stockroom, the platform can create a fulfillment task directly.
