reference field in catalog form not displaying values

Hi All,
I have created one reference field in a catalog form which refers to the u_laboratory_id table, and in a dev instance when I check in service portal values are displaying correctly and later I have moved the update set into test instance but in test environment values are not displaying and it is showing as "no matches found". I have checked in all aspects but cannot find any issue. Iam attaching the screenshots here.
Can someone help me and what might be the cause of this ?

Things to check
1) Is this happening with admin or non-admin?
2) any reference qualifier not getting satisfied?
3) If user is non-admin then any table level READ ACL is failing for that user?
4) Any query business rule is restricting the records from that table
5) everything is captured and migrated to test?
6) are you testing with same user persona with same role, group membership etc in both dev and test?
