Reporting using multiple data sets

I am trying to put together a report with multiple datasets so that I can see what orders have been placed that have admin rights. Once I get to the point where I add the second data set, I don't see the option to add said data set. An article I found stated that I need certain permissions in order to pull reports. Does anyone know what permissions I need/how do I find out what permissions I have? Thanks for any help!

Reporting access with ACL

The report_view access controls on tables and fields limits the ability to read, edit and create reports. Administrators can create other ACL rules. You need a role that gives you access to the data that is the subject of the report. For more information, see Restrict report creation with an ACL rule and Report_view access control.
