Update set backout problem

I have created on three update sets in dev environment . Update set names 1.Change SP, 2. Change SP1, 3. Change SP2. As per the additional requirements i did it. 1 and 2 update sets is ignored state. Change SP2 Completed state. But requirement is cancelled they are asked to back out the all changes. I will try to backout the update sets. It's showing below error. Even i changed a state Ignore to Complete. But error is showing.
Could you please provide a solution for this.

@vinod6 There is one UI Action OOB "Back Out" on sys_update_set table. This action would help you to backout.
If this option does not work - i suggest to follow manual method to do:
1. Identify all update entries in update set
2. Manually revert changes
3. Use Compare version to restore previous version.
