What is the default value of sn_itam_restrict_asset_read?

Wondering is anybody else had problem with end-users not being able to view alm_asset table.
In Brazil release, there is a system property "sn_itam_restrict_asset_read". This property control who can access alm_asset table. It used to be the end-users who logged in to ServiceNow will internally be assigned snc_internal role and they would be able to view alm_asset table.
After versioning up to Brazil, end-users started reporting the they no longer are able to view alm_asset table records. ServiceNow page states that property "sn_itam_restrict_asset_read" is set to false by default and end-users should be able to continue viewing the alm_asset table. Is this true or is there a bug in Brazil release setting this property to true?

Could you revisit your ACL settings/ACL role on the Asset table?
check if End user is getting allowed to view record from there.

I've already seen that. The admin who upgraded ServiceNow claims she hasn't previously customized any ACL settings nor changed sn_itam_restrict_asset_read setting.
EDIT:Checked audit history of system property "sn_itam_restrict_asset_read". The value was set to "true" ever since we upgraded to Brazil this July. Wondering why there isn't any other post from users who are unable to view asset table.
EDIT2: My bad. The property was introduced into our instance in Australia and not in Brazil.
