Why is ServiceNow updating a consumable record instead of creating a new one in Flow Designer?

First let me say, we do not have a license for HAM but we do have the basic Asset Management module.
When you Consume a consumable asset two things happen:
1) The In Stock consumable asset's quantity in stock is reduced by 1
2) A new consumable asset with a state of Consumed is created.
When I try to duplicate this functionality using Flow Designer. 1 is added to the Consumed asset created instead of a new consumable asset record being created. I find this very strange especially since I explicitly stated to use the "Create Record" action.
I also created a custom action to call the Consumables.
splitForeground method and it is also updating the record with the state of Consumed.
Does anyone know why this is the case and how to fix it?
