Activated Employee Relations plugin but the 'Employee Relations' application not listed in Applications

Hi All,
I have activated the Human Resources Scoped App: Employee Relations [com.sn_hr_employee_relations] plugin but I still don't see the HR Employee Relations in Application picker. I can see the application name in the configurations and the studio.
I tried to repaired the plugin twice but it didn't worked. Any help or suggestion would be much appreciated.

If you open the application from sys_store_app and navigate to related link?
Do you see "Grant scope administration to all admins" link?

Do you have sn_hr_er.case_reader or sn_hr_er.config_manager role ?

I have admin role. I noticed that the roles mentioned in the ServiceNow docs for the Employee relations are not installed. None of the roles are present in the system for the this scope.
