Are HR Profiles and User records created automatically when the Request Onboarding catalog item is submitted?

Hello,
When using the OOtB Account Notification functionality, the HR Profile and sys_user records are created when the Request Onboarding case is submitted.

Learning about this saved me some effort in troubleshooting an issue we were seeing when adding attachments to a case from the service portal. After watching this video and checking the Restricted Caller Access table, I found there was a record that was invalidated. Very easy to see the source and target and make the determination on whether or not this type of call should be allowed.
