Hello,
I have an HR agent with the template_editor and template_group editor roles.
The user can toggle the template bar, see global templates, and can apply them, but despite the roles is unable to create new templates for HR cases (while this is possible for example for Knowledge articles). Seems to be a scope issue - wondering if others have the same issue and found a solution / workaround?

Please check Cross Scope Privilege issue or conflict is present for HR Agent to create record in Template Table. Try to create a record for Cross Scope access to create record from HR Scope to Template table in Global scope. I guess that should resolve the issue.
Try to clear cache and re-login and try.

The HR Agents cannot Create HR Case Templates , The HR Admin has access to create the Templates who has "sn_hr_core.admin" role. Refer to this Link to learn more :
Even to Create a HR task Template you need "sn_hr_core.admin" role. Refer here : Configure an HR task template

I had the same request when an HR Fulfiller discovered that the agents in ITSM could build their own templates. I outline the solution in this article https://incident.do/2023/11/30/servicenow-hrsd-templates-for-hr-fulfillers/. There are two steps: 1) Give the HR Fulfillers the template_editor role and 2) create 2 save_as_template ACL's on the COE you want to create templates for.
