I created a birthday campaign on my end within my PDI, and it worked. I used Content Experience as the widget instance, as a Banner. Logged in as someone with an upcoming b-day:

Logged in as someone without an upcoming b-day, and only four banners show up:

I would following along with @Susan Britt steps from the post I referenced, and you should be able to create what you need.
