I believe they just need to be an active user in your system. They don't need any special roles to use the portal.
If they will be working within the portal, then yes, they may need certain roles. But any active normal employee will have access to the portal, as long as their account in SN backend is active.

If you are having issues with some employees not being able to access ESC, be sure the users do not have the snc_external or alumni roles assigned to them.

Any user has record in HR profile (sn_hr_core_profile) table shall have the access to the Employee Service Center (ESC), no any role is required.

If the employees are active in the system and has HR profiles existing then you do not have to grant them any additional roles to access ESC , they will have access by default.
