HR Criteria on HR service

Need to show/hide HR service on case creation page in "agent workspace for hr case management" based on group
Tried adding an HR criteria on the HR service, it doesnt work.
Steps which i followed:-
Created HR Criteria,
And then created User criteria from the related link of Hr Criteria.
On the User Criteria i mentioned the group for which this HR service needs to be visible.
HR service doesnt show up at all for any user.
Can anyone help me out here.. What am I missing?

hi @caffry The ability to filter an HR Service on the Case Creation dialog is based on the Subject Person. If you look in UI Builder for HR Case Mgmt and open the Case Creation page you will see the Data Resources (and UX Client Script) that drives the COE and HR Services for the user. This is how it bases the HR Service available on the Subject Person. This is not configurable, so would require a customization. I have an image below showing the Data Resource I am referring to.
