For this, you need to go to Standard Ticket Configuration and remove the action widget. SS:

Navigate to All> Standard Ticket>Standard ticket configuration> Look for "sn_hr_core_case " and open it:
In the "Actions Region" tab, Remove the "Action Widget" as Khushboo said
