Baseline functionality with the "Automatically add opened for to involved" business rule is when an Employee Relations case is opened, the Opened for user is automatically added to the Involved Party list as the "Complainant". Have you relabeled Complainant to Reporter, or created a new involved party type? I would suggest using this business rule. If you need to change it (e.g., update the type value to reporter, change condition to only run on specific employee relations' service), just copy the OOB business rule, make your changes, then deactivate the OOB business rule without changing it.

Please confirm which you want to happen:
- When the case is opened for those services, do you want the existing Opened for user on the case to automatically add to the Involved Parties list as the "Reporter"? OR
- Do you want to manually have to add a new Involved Party, and when "Reporter" is selected, the case's Opened for user defaults in?
