how to make a field visible and mandatory in group table when name,manager and members are added/rem

hi can anyone help me with the code or ui policy or how to

 

in group table when ever name is changed or updated or manager is changed or group members are been added or removed i want to make worknotes field display and mandatory

Please create normal BR before/ Update to achieve this requirement. I have tested in my PDI.

but how can i make worknotes mandatory(red asterick star mark)?

and this above code is helping record save even without filling the worknotes also

the above code is not working when group members are added or removed
