How to set Urgency and Severity on an onCreate business rule

Hi there is the requirement like some conditions set in inbound action and that need to be removed and in place of that I need to create Business Rule which will set Urgency and Severity that fires if the user creating the Incident is the some user. Otherwise, the logic is unchanged.

there is confusion seems, in the first line you said inbound action and 2nd the line " if the user creating the Incident is the some user"

for 2nd line, is user logging an incident on behalf via portal?
