I've tried to do "Refresh Instance" but...
Then right back to Offline.
Should I release and request a new one? If I release, will I be in a long queue to get a new one like what happened when Utah was released?

Greetings!!
There is no purpose of waiting now. I recommend release this instance and get the new one instance and even you get lower version take and later upgrade.

Hi @Robert Campbell ,
If you should release and request a new one is based on several factors, and a decision only that you can take.
But notice, that if you release your instance you will lose all your work, unless you have backed up your work to a GIT or update sets. Furthermore, it's not possible to restore from previous PDI, so it will be completely from scratch.
Furthermore, in relation to your other question "will I be in a long queue to get a new one like what happened when Utah was released" I can't say. The only thing I can comment on is, that I have not read/heard about any at current moment that needs to wait for a PDI.

I did request a new one. I didn't export update sets so I wanted to get back in to at least do that.
