I'm pretty sure the issue is that PI functionality is still not available in PDIs, even in Xanadu:

Hi @Simon Hendery, @Brian Bakker
How can we use these features in PDI? Is there any way? I would like to try this feature for personal purposes, not for a project. That’s why I am trying to use PDI, where I do not have many records. I have created dummy records, but that’s not going to work.

No, unfortunately there isn't any way to use these features on a PDI. ServiceNow have done this because it would involve significant compute resource, and therefore cost, to enable this functionality across hundreds of thousands of PDIs.
One workaround you may want to look into: sign up for a PI course on ServiceNow Learning. This will give you access to a learning instance that's PI-enabled. It may have some restrictions, but might be helpful for your purposes.
