We are tuning our AI searches; so that when a user searches for Concur or Workday, they get an actionable link that they click on to login to their searched for platform.
How do we have that show up in our results: Would this be a synonym or a boosted result?

Yes correct, because you can only boost results for knowledge articles and catalog items.

That is incorrect. You can create a Result Improvement Rule with a Boost action on any Search Source/Indexed Source linked to the Search Profile, as per my screenshot below -
Concur and Workday are two separate applications, and I suspect have different KBs/Cat Items, so you would definitely not create a synonym, as they have different meanings. So you would create a Boost rule for search queries containing "Workday" and another one for "Concur" to boost the appropriate documents.
