Blue subcategory in sys_choice list

I have a long list of assignment lookup rules for INC. All work fine except one particular subcat.
It shows up as blue (meaning it cannot find it) and reverts to the lower case value field (all the others show label).
If you look at the sys_choice table this subcat exists and is entered correctly.
To be sure: I deleted both the sys_chocie entry and the lookup entry and added them using the GUI and choosing the the subcat and assignment group, etc. from the drop down lists.
Anyone know what this is trying to tell me?

I chose it from the dropdown list and expanding confirms the value.

cache.do was a good idea but it didn't work.
