Delete data when the user no longer works at the company or anonymize it.

Hello everyone, how can we delete or anonymize the data if an employee leaves the company or makes a request to delete the data. Who has experience here?

My request is slightly different from the recommendations on this thread I think.

We would actually like to prevent anyone from seeing user records for anyone who as been inactive for more than 90 days, but retain ticket history. 

So for instance, we have an INC00123456 for caller "Joe Smith".  Joe's account has been inactive for 90 days.  We don't want any to be able to lookup up his record from the sys user table anymore, but still would like to see his name in INC00123456 as the caller, watch list, etc.  Can this be done?  Are ACLs the answer?
