Difference between any user for KB user criteria in can read and no can read is added in kbarticle

Hello Experts,
Could you please provide an insight about what is the function of "any user for KB" user criteria?
Who can access this Knowledge base?
If we leave can read as empty vs added "any user for kb" user criteria in can read what's the difference?

Please help me to understand.

If you open it, you will see that there are no options selected for this, hence it will apply for all users that are not limited by cannot read. So the 'empty' vs 'any user for kb' are exactly the same. But I work with a lot of clients that have a rule that every KB needs user criteria (which is also a security thing), and for general available knowledge, this one can be applied.
