I want to disable the property Promote to major incident when state is closed or resolved. How can we achieve this functionality.

It could be a workspace form action which you are looking for.
If you want to disable then do this, make the Form Action as Active=false

Did you added teh condition in UI Action?
Go to the UI action, open the 'Promote' UI action, and add a condition like this

For this you need to add a condition in UI action that state is not Resolved or closed.
