Display popup on monitoring dashboard and play beep sound for new Incidents

We have dashboard created for users where they can monitor all the task that they need to work on. I need to display popup/sound notification to user when any new incident is created and assigned to their assignment group on the same dashboard.

 

Is there any OOTB  configuration to enable this and if not how can we achieve this using custom scripts?

I don't think that's possible in Dashboard !!
