I am trying to edit the out of box banner on the service portal but I cannot find where I can edit this. Any ideas?
If you are talking about the Knowledge, Service Catalog and Requests then you want to look under "Menus" in the Service Portal section of ServiceNow. I believe OOB there are two and you want the one with the title "SP Header Menu". This is how I managed to update ours, I could not find a way in the Service Portal Configuration page.

We started with this approach, but couldn't clean it up to remove everything, so we ended up in "Headers & Footers.
By copying the "Stock Header" item, we could then strip out most of the "Body HTML content" so that it was as simple and clean as we desired.
