As per the latest updates, there is no option for the dotted lines in reports or anywhere, as you have mentioned below.
I get which type of line you're talking about, which usually has a line in a dotted structure. Such types of lines are usually found in other applications like Canvas, Adobe, PowerPoint BI, etc.
In ServiceNow we don't have this feature till now, but let's hope we will get such features in upcoming updates and such modules😀.
