Mapping a Choice to multiple dependent values

Hey SN Comm!!

So here is my short story:

On our HR Case Form, I have redesigned our Category & Subcategory choices to start. Along with this, I have also added a new field called Reason. The Reason field is basically giving choices as to why the Case is being initiated, based off the Category & Subcategory. I have everything mapped correctly - that is not my issue. However, now it is wanted to bring in a new Reason called 'New Reason Needed' - For when ALL of the Reasons already created are not going to fit the Case being created. Certain Reason choices is mapped to Subcategories, so when a certain subcategory is selected, certain 'Reasons' will be available for selection (this is a drop-down menu). Overall, I want to make it so 'New Reason Needed' is displayed with ALL other Reason choices (make sense?).

I did create 'New Reason Needed' as a selection, and gave it NO Dependent Value to start. But once a subcategory is selected, that Reason goes away. Anyone have suggestions / a way (know how) to make it so I can create the Reason 'New Reason Needed' to show up within each choice list based off the Subcategory? Below are a couple of screen shots just to show what it looks like. You can see that once I make a selection to Subcategory, New Reason Needed goes away.

Add New Reason Need as well in the sys_choice field with dependent value as the subcategory value.
