Replace Rule Base list in Order Guide with something live or dynamic?

My goal is to have a select box that does not require constant maintenance of Rule Base items in our PC Order Guide catalog item. 

We are constantly adding/modifying/retiring software catalog items, and having to manual update Rule Base items just adds to the work and also imparts a delay of availability.

Currently, our PC Order Guide has a field called "Add Software".  It's a List Collector, tied to a Catalog Client Script.

But the problem is, when we add/mod/retire software catalog items, we also have to modify the PC Order Guide, and add/mod/delete items in the Rule Base lists.  Then per our company process, we submit a publish request to our ITSM Admin team to copy the updated item from DEV to Prod, which can take more days/weeks for them to do so.

Is there some way to get the PC Order Guide to see ALL say "catalog items with Category = Software", or some other solution that doesn't require continual updating the of item?
