Roles needed to manage Groups

We want to allow Service Provider Managers to manage the people in their group. We have a total of over 400 groups that work tickets in our system. With the current permissions they cannot do that. We use a permission group P-Managers to assign the elevated permission needed to Managers.
Is there a role we can add that allows group edit (add / delete), but does not give a lot of other capabilities.

Hi Lars,
I think your users will need to user_admin role.
Check that is mentioned in the documentation for groups:
Users with the user_admin role can create and edit groups

Did you check the ACLs to see if you have some custom code there or a different role assignment?
