What can the incident_manager role actually do that ITIL can't?

Components installed with Incident Management - Major Incident Management details that the incident_manager role has the following abilities, emphasis mine:

  • Manages incident properties and major incident trigger rules.
  • Can create and edit Communication Plan Definitions.

Can anyone clarify what the first line actually means? What does this grant access to do that, for example, ITIL doesn't allow? Specifically, what properties can be managed?

In the menu, if you go to All > Incident > Administration > Incident Properties, you may have the option to click the pencil icon on the right that shows "Edit Module". Once you click that icon, it should load the Incident Properties Module page. This Module page shows the Role required to see and access this menu item. It is configured to the Role "incident_manager". If you click on the Incident Properties link itself (NOT the pencil icon), it will load the Incident Management System Properties record. I hope this information makes sense.
