Load Related List does not appear for one user

One user is unable to see the 'Load Related List' options, despite having the necessary roles. His colleagues, who have the same roles, can see the option. We checked the user preferences, and the 'Organize form sections and related lists into tabs in classic forms' option is enabled. Could you please help with this issue?

How to make 'After Form Loads' or 'On-demand' the default 'Related list loading' for all users
