Policy Exception on submitted RITM [sc_req_item] records?

Greetings,
I would like to take advantage of  IRM's "Policy Exception" workflow , but my client's IRM implementation is not yet mature to the level where they maintain Control Objectives, Controls or Issues thus will be unable to request OOB policy exceltion for controls/issues/control_objectives. It will take some time until they get there, thus was wondering if there is a way to utilize "Policy Exception" workflow on sutmitted REQ [sc_request] or RITM [sc_req_item] or even Incident [incident] records?

I did some research and ran accross feature called Policy Exception Integration, but I am not sure if that will allow me to do what I am hoping to acheive. Even if it does, I am not sure how to use it as documentation is very limited.

 

I'd appreciate any feedback and comment on this path.
