Topic picker showing up in Virtual Agent before the greeting

When a user starts the virtual agent, the first thing that comes up is the topic picker.

then after I hit skip the Greeting topic is displayed.

Does anyone know why the Topic picker is showing before the greeting ?  I am using a modified version of the dynamic greeting topic.  It works fine when I test it in Designer (no topic picker is displayed in testing).

Also i noticed this topic picker is also displayed when I run "Test Active Topics" in Virtual Agent Designer.  However, if i test my greeting, the topic picker is not shown...

Also having the same problem @J Moxy  did you find a resolution at all?

@Rob Humphries from what I have read it looks like this is part of the Promoted Topics feature.  I was at least trying to modify them.  However, I was not having any luck with this either.  See my other post - Cannot find option to modify Promoted Topics in Vi... - ServiceNow Community
