'employee_relocation' is not a unique HR Service value

I have a question about the ServiceNow HRSD HR Catalog that I'd like to consult.

For practice, I created a new catalog item in the HR catalog, but after clicking submit, it showed the warning in the image. Could you please advise on how to resolve this warning? Thank you.

There is definitely a business rule working on , Go to business rule list view and in the script search the following error, You will get to know.

it clearly says you are trying to create a duplicate HR Service.

Check the table for HR Services.
