Service Dashboard in SErvice Operations Workspace

How to check the roles needed for Service Dashboard content access in service operations workspace

with itil role we can access dashboard but content is empty 

with UI builder it says no specific audience (anyone with NExt experience can view ) but  only with ITIL cannot view.

but not thins one. 

  this was earlier called as operator db i guess
