Hi, my requirement is to allow only admin to create Ad Hoc Catalog task.
Could someone advice is creating a backend check box on RITMs would be best? I believe Creating a new UI action would be the best.

You should be able to add roles to the "New" button from the list control. Here is a HI article on it:

Hi Elijah, Thank you for your response. I tried this but although I have admin role the "new" button is not there anymore.

Try unchecking "Omit new button" and add the role to the "New roles" list.
