Colored Heatmap for GRC (Governance, risk management, and compliance)

How can I go about creating create a coloured heatmap like this one?
in our GRC application, we don't have Inherent Risk and Residual Risk fields, but there is Issue and its Current Risk.
1-8 is Low Risk
9-18 is Medium RIsk
19 and above is High Risk
The heatmap shown in that document consists of 3 different colours based on the Risk. But when I try to create a heatmap (Reporting), the settings consist of only 1 colour and its shades (light to dark), and it looks like this:
Can anyone help me find out how to go about this?

Thank you. However, the picture in the document (https://docs.servicenow.com/bundle/madrid-governance-risk-compliance/page/use/dashboards/application...) shows a 3 coloured heatmap (made as a Report).

"Inherent Risk Heatmap" is not a widget based on a report, but on a UI Page named inherent_heatmap. If you're comfortable working with UI pages you could reverse engineer it, or just stick to the one-color report.

Is that UI page available in our instance? I couldn't find anything in System UI > UI pages by looking up "heatmap" or "Inherent".
