Full outer join on two tables

hi all,

I want to create a full outer join between two tables:

table 1 : u_cmdb_ci_service_instance as si

table 2 : u_m2m_material_service_instance as m2m

si_sys_id=m2m_u_service_instance

anyone knows the answer please share..
