How can I give user access to create reports but not see OOB reports created by sys_admin users

Hi Team,
If I give report_admin / report_global role to an user, he can see all reports in system .
Which we dont want .
If I give report_group and report_user role, he cant see the report module itself in navigator.
User should create or view only reports what he created or has been shared NOT the one created by sys_admin users
How do i achieve this.

report_group: Can manager and share reports that are shared with them.
report_global: Can manage report shared with everybody.
report_user: can create a share reports but cannot modify reports shared with them.
So report_user is the most limiting but again if an admin creates a report and shares it they may be able to see it they just won't be able to modify it.

Thanks @Brian Lancaster tried with report_user role seems , there is no option to create own reports. User should be able to create his own report .
what is missing ?please

Give them report group. That will allow them to create and share reports with users and group but not everybody. They also will only be able to see reports that are shared with them. Also if a report is shared with them they cannot modify it unless they create there own copy.

Hi @Brian Lancaster tried giving group as well. User does not have option to create New report.
Now all report has come under Platform Analytics.
