How do I remove display grid and scroll bar from the PA Widget? Snap shot attached for the reference.

Do you have "Show Grid" on for this report?  If not, do you have the accessibility enabled?

This ended up being the solution to an issue I researched for a while, so I'm going to summarize it here quickly in hopes it'll help someone.  The issue report was that only for some users, when viewing reports and Performance Analytics widgets on the portal or just by themselves, the data table for the chart was showing up at the bottom.  This was despite the fact that this option was not checked on the report.  Turning Accessibility Enabled to false solved this issue.
