Lets say i have a Service interactive filter and Service.parent interactive filter in a dashboard, If i select the Service.parent is selected the other interactive filter populates automatically?

Interactive filters do not listen to each other. You can use a Cascading Interactive Filter (which is one filter, not two, but may work for your use case).

I think you might be looking to create a scripted Interactive Filter?

This is what i was looking for thank you! But can we do a multiselect? (may in upper versions Newyork etc)

Multi-select is an option from New York. It's a great feature, but it might confuse some users where existing widgets aren't designed to display multiples nicely. A little bit of education to the users is all it needs.
