Yes it won’t work because smtp details not present by default now. In order to make this work you need to add the smtp details.

I don't think it works (for inbound) even if you turn this on.

ServiceNow turned off mail processing on PDIs a few years back.  
Understandable since they have many many times more PDIs than actual customer instances now.

The way I simulate it is by taking one of the sys_email records already in the system, modifying it, and reprocessing.  Then previewing the output.
