Location shows on some maps but not others

I have a report that shows locations on a map. I have a caller in the state of Georgia. When I set the map to just Georgia, the point is drawn on the map. When I set the map to World, the point is drawn on the map. When I set the map to United States of America, the point is NOT drawn on the map. What could cause this? I am seeing this in Istanbul Patch 7 Hot fix 1. Thanks!
UPDATE: I tested this on an old Helsinki clone and on a PDI with fresh data on Jakarta and I'm seeing the same behavior. It's like the United States of America map doesn't know that the Lat/Long on the locations in Georgia are within the borders of the United States of America map.

Facing a similar issue, where Dallas or Fort Worth sites not showing up in the map, even though the Latitude/longitudes are present in the records..
