MFA authentication

Hi,
I'm working on the one of the service portal, Need a help with the configuration for the below implementation have explore community and also other platform but not getting the proper information

If user login first time system should prompt the user for MFA
Support factor must include:
-Email OTP
-Authenticator app (google authenticator/okta/Microsoft authenticator)

After enrollment every login attempt must required
-Username and password
-Successful verification of the MFA factor
