remove promoted from va and put them into two category

so what is happening there is when there is one assist which means it is chatbot and there are some categories coming as promoted there are 8-9 things i want to create two container as hr and it and then place those 9 things into them

What i have done in past is, created different topics for departments like IT, HR, Legal. When the user selects one, present the relevant HR or IT topics as quick replies or options within the conversation.
