So for our team which is a Platform owner group. I would like to have a report of all changes that may impact one of our applications. I would like to have that list sorted by the application which we own that is being impacted.
Intent is to have a view where I can see any open and upcoming change which may have impact on one of the applications my team owns even if our team doesn't own the change. For example a firewall update. I'm not part of that change don't own it not involved with it. But my supported application is on the CHGs Impacted Servces/CIs. I want the report to give me visibility on that change.

on your report extend to the related list condition in the filter and look up the related CI table

Now if I run that using 'or' to bring up multiple impacted applications is it possible to group by impacted application as that's not one of the data columns in the report?

If you add to your filter configuraiton item.class is application, and just group on the configuration item, that should give you the group by application name
