Should I be able to create a report on pa_scores_l1?

Our leaders use Apptio to perform monthly reviews of the overall health of IT, but a lot of our best data lives in ServiceNow - specifically in Performance Analytics. Apptio connects to ServiceNow and can pull over specific reports or tables (as long as the table isn't too big), but I'm struggling to find a way to get PA data over to Apptio. Doing all the financial reporting in ServiceNow instead of Apptio is not an option at this time.
For example, we have PA data in pa_scores_l1 for a monthly incident SLA achievement trend, with breakdowns by priority and by assignment group. If I could get a report of that data then I could move it over to Apptio... but I can't get pa_scores_l1 to show up as a data table that's usuable in a report.
Is there a better way for me to do this? Am I doing something wrong?

The pa_scores tables are blocked from reporting as they are typically massive. You would also not have access to Formula Indicators and you have to go to pa_scores_l2 for second level scores (if needed).
