Territory_admin role meaning

I need to understand what the Territory_admin role gives the user, but I couldn't find what capability it offers.

Territory_admin role means Creating new territory models, sources, and matching rules.

The doc that you send me its the basic one by ServiceNow, but it doesn`t comment on the admin role in the territory part.
