Update set payload empty

Hi All,

I am using the default similarity model for resolved incidents- when i run through all the SDLC i.e dev, test migration etc. I get the update set payload empty or not properly formatted. I have modified the filter condition and even taken off all date filters still throw up same error. Any other leads as I will skip it on all environments
