We have some users that want to add links to web site in their Dashboards/Homepages. We have them select Content Block----> New Static - HTML.
The problem is when they click on the "Click here" link back on their Homepage, to add the links, they get a blank page with no controls. When we try it with an elevated account (admin), the controls are there and we can add the links and they work.
It's obvious this user is missing a permission or specific right, but we don't know which one. The user currently has the ITIL role. What else is needed to allow them to do this?

Hi Michael,
When you want to add it back, click on "Add Content", then in the 1st column select the type of content " Content Block" and in the 2nd column type in the name of the static HTML widget.- For example I created one called Glossary and below screenshot is how I can find it :
Thanks,
Sowmya

Only users with the content_manager role can create content.

Thanks Stefaan but adding the content_manager role to the user did not help. Still a blank page.

On out-of-the-box instances there are no other restrictions though. You'd have to check if any other restrictions were put in place by your organisation, or seek help from support.

I did a test with a personal instance which is pretty much out of the box. I found that content_admin, not content_manager is what is needed to allow this. Thanks though because it got me in the right direction.
One other thing though. After creating the widget and it shows up on the Dashboard, if you click the circle with the "X" (Close) icon, it goes away. How do you get it back on the Dashboard?
It doesn't delete the Static HTML because if you look in Content--> Static HTML, it's listed and "Active".
